I left the public beta but still have the developer beta which I didn't bring it in. I looked at my friend's iphone, it doesn't have this like me.

If you’re enrolled in the developer program, that display is now normal.

Beginning with iOS & iPadOS 16.4 beta, members of the Apple Developer Program will see a new option to enable developer betas directly from Software Update in Settings. This new option will be automatically enabled on devices already enrolled in the program that update to the latest beta release. Your iPhone or iPad must be signed in with the same Apple ID you used to enroll in the Apple Developer Program in order to see this option in Settings. In future iOS and iPadOS releases, this new setting will be the way to enable developer betas and configuration profiles will no longer grant access. (101692915)

Apple is replacing the existing profile mechanism, and probably because some folks were passing around the profiles. The new program is tied to the Apple ID settings. That means there’ll be a way to turn on the public betas, and a way for developers to turn on developer-related beta access. This switch is it. The details of exactly how that works in 16.4 and later, we will learn. If you’re not in the beta program and not in the developer program, ignore this switch. And if you don’t have a spare device (one that can be unstable or unavailable) and a spare Apple ID (iCloud data that doesn’t need to be consistent and accessible and uncorrupted), it’s probably best to avoid the betas entirely. Betas are, well, betas.
