I need help to use my simcard on an used Iphone 11

To be able to use any SIM across the globe you must have "No SIM Restriction" against Network Provider Lock. Please refer to the pic below.
Mine is "No Sim restrictions" under /Settings/General/Carrier Lock . Does that mean my Iphone already open to use whatever sim from compatible network provider? Even with Sim lock, the Cellular option should not be disabled so user could click in to use eSim. Here the case is the Cellular under Settings is inaccessible , and there is also no restriction under /Settings/Screen Time/Content.../Cellular Data Changes...
What else could I try, please help
