iCloud memory not upgraded - Money deducted

Last resort is contact apple support, but before that try a force restart as well

Force restart iPhone

1. Press and quickly release the volume up button.
2. Press and quickly release the volume down button.
3. Press and hold the side button.
4. When the Apple logo appears, release the side button.

Backup your phone, sign out of icloud- restart and sign back in. It should update now.
