I don’t have access to all my music on my devices. It’s in the cloud, but won’t play.. states to sync but I don’t find it on my Mac

When I click on a song that I own in Apple Music, but is in the cloud, I get a message telling me my devices aren’t synced. Note I have a newer iPad and iPhone. I can’t find the setting in my Mac iTunes. Please help.

To access your music library across your devices, you'll want to make sure that you have Sync Library enabled. You can find steps for doing so on each of your devices here: Use Sync Library to access your music library across your devices - Apple Support
