You should not be charged for a purchase being made by a person who is not on your plan. However, only the person initiating the purchase is able to request a refund.

This may be a matter of timing. You may wish to talk to the person about giving you the refund personally. They may have realized that leaving your family may result in them not having enough iCloud storage during the transition and taken out a personal subscription just before leaving to ensure they did have enough. If in doing so they did not have enough money to pay for it then it would have been charged to you. I think an equitable solution would be for the person to give you what was charged for their doing this.
