Help me become the owner?

Or did you purchase the Mac through a school or business? Doing so may have placed the Mac under their management as that is how Macs ship from Apple these days when a school or business makes a purchase. If this is the case, then you will need to contact the IT department to have the MDM management removed if this a personal purchase through them.

Is this an Intel or Apple Silicon Mac?

AFAIK, this is only an issue with Apple Silicon Macs. According to another respected contributor it can triggered when using external macOS boot drives (most likely to occur while booted from an external drive). From what I recall the first macOS admin user account created during initial system setup of macOS on the Apple Silicon internal SSD is the "owner" of the device. Unfortunately I don't have the link to the information the other contributor provided, but here is a link to some information about "ownership":

Here is an Apple article which mentions "Volume Ownership" with Apple Silicon Macs in regards to system management profiles, but it may be the only information available about the subject (see the third section of the article):

Though related to Ownership Account versus Administer Account and how one dovetails into the other and is related to UpGrading from Monterey to Ventura

The " Owner Account of this computer "  has that privilege to add, remove, upgrade or downgrade accounts. This would include adding more Admin Accounts and / or downgrading an ADDED Admin account 

Set up users, guests, and groups on Mac

Normally the " Owner Account  " is the very first Account used when the Computer was Very First Setup as New and out of the box.

Adding additional Admin Account can be done there after.
