I have uninstalled an app that made a 20gb backup in my iCloud, and now I can’t delete the backup of the individual app or make a new backup because it fails every time
How can I delete the 20gb app backup from my iCloud?

You could delete the entire backup or the backup for that app
Settings, [your name], iCloud, Manage storage, Backups, Tap on "Backups" on the top line, Then tap on This iphone, then turn off the backup for the app.
You may need to reinstall the app first.
Then take a manual icloud backup.
If you tried this and it fails then delete the entire backup then turn icloud backups back on and then take a manual "backup now"
For safety you could backup to your computer first on Mac or PC with itunes then do the iCloud backup deletion etc.
