As Gmail uses the IMAP protocol, all you should need to do is add the account to each of your devices.

Add email accounts in Mail on Mac - Apple Support

Add an email account to your iPhone, iPad, or iPod touch - Apple Support

I've been doing this for years with no issues.

Which folders are these? Folders under "On My Mac" are local, and will not sync.

Folders under each IMAP or Exchange account do sync.

I should have been clearer.

I can access the gmail account on all devices, but when I store messages in folders, the folders are not sync'd correctly in terms of folder names and the number of messages in each folder.
