Account and iTunes has been disabled
when I try and make a purchase or download an app it tells me my account has been disabled in the App Store and in iTunes how can I make my payment so that I can’t get my account back active ?

You must contact Apple for help when you see a message saying "Your account has been disabled in the App Store and iTunes" or "You cannot login because your account has been locked".
