This is a user-to-user forum, so no, there are no users who have a recall program for iPhones. But neither does Apple. Batteries are considered consumables; they lose capacity over time with use. If the maximum capacity falls below 80% or if the battery degrades in other ways and the phone is still within the 1 year warranty period or the extra cost AppleCare+ then Apple will replace the battery.
