The suggested move folder was always correct, now I only get the option to "move"

If I understand you correctly the move folder is suggested based on your last move action.

Have you restarted your device?

That could be the reason. Now move once to your desired folder. The iPhone will remember it till you restart again.

Many users who have updated to the last update must have a similar issue if the issues stated by you are due to the iOS.

Unless you state what the issue is many in this forum may not be able to respond positively to the issue you are facing.
