Not all TVs support this. Ask the TV manufacturer if this TV supports being turned on and off (wake and standby) through/by other HDMI devices.
If supported, then this should work though HDMI-CEC. This functionality likely has an on-off setting on each of the HMDI devices. Activate on each one. For Apple TV: Settings﹥Remotes and Devices﹥Control TVs and Receivers﹥On. For the TV: See its manual.
CEC implementations differ by brands and models, and none of the commands are mandatory to be understood/followed by devices.
