iMessage Photos showing as JPEG files

since doing the most recent update, i and others who receive photos in iMessage receive them as gray boxes listed as JPEG files. there is a button to download the photo but when i click it nothing happens. i've freed up all available space on my phone so it doesn't seem to be a storage issue. i notice that they will finally appear hours later when i get home. what should i do next?
