No recovery options on 2013 iMac running Catalina

I have a 2013 iMac running Catalina. I'm trying to erase the disk and install an older version of Mac. But I cannot access any recover options. Command-R, Option-Command-R, and Option-Shift-Command-R on startup leads to a normal start up with no recovery options.

If you can not get into Recovery Mode using your wireless keyboard, plug in a USB Generic or PC keyboard and try with it.
