VPN App blocking the location of the device?

Can a VPN App that has been installed on an iPhone block the location of the device?

My son had to install a VPN App on his iPhone so he can communicate with me in case of emergency. It seemed that once he was inside school, a lot of the apps and other utilities on the phone would stop working, no signal and only the school apps were allowed / working. Now it seems like many times I can't see my son's device on Find My. Can the VPN app block the device's location?

Some times it shows a "radius" like a general location but not exact, sometimes is exact. Very confusing as to why sometimes it doesn't show at all and sometimes it does and sometimes just a general area.

Any ideas?

Location services will use GPS if that is enabled. However, it may not work well inside a building or in big cities or mountainous areas. If it cannot use GPS it may try to use the location provided by the Internet service provider for the wi-fi service. However, that may simply be reported as the headquarters which could be in another city. That to may be confounded by using VPN which deliberately masks the wi-fi location.
