No. Apple provides no means to do that. That would be a privacy disaster, and massively misused for fraud, theft, abuse, and worse. Ypur carrier can, however.

Tracking by users without Find My set up is Not Happening.
Tracking with no communications is Not Happening.
Tracking by users by IMEI is Not Happening.
Contact the seller and shipper if you hadn’t received it, or contact local police if you had.
You might be able to get it blacklisted by a carrier, and police might be willing to track it.
But again, you are not going to be able to track it with the serial number, or with the IMEI.
No; the wireless carriers generally only will as part of the search for a missing person.
