You cannot track the location of an iPhone using the IMEI or Serial Number. The only way to track an iPhone is through the Find My app and only if it was activated on the iPhone prior to it being stolen/lost.
Sorry, but you cannot do this.
Apple does not use the IMEI or Serial Number to locate an iPhone.
