when I tried to add a card to Apple Pay.and it says every time “payment card are not supported on this account “. How do I fix that?

Why doesn't my account support Apple Pay? Ive been trying to add my card onto apple pay, and it continues to say "payment cards are not supported for this account" Ive tried updating my payment method on my Apple ID and even sharing through my family accounts. Ive also checked the update, model and region settings as well and it hasn't changed.
