Did you purchase a secondhand iPad or it is a truly brand new iPad? Which Model iPad is it?

Open Settings ➡️ Apple ID (Your Name at Top Left Corner) ➡️ Media & Purchases (Right pane): Here, check to see whether YOUR Apple ID is listed. If NOT, then sign out of the Apple ID that is listed and then sign in there with your Apple ID.
