Why is Apple automatically uploading 50GB of Documents and Desktop to iCloud without prompting?

Now I need to download all back to my Mac and I'm not sure what happened to files that were not fully uploaded because the storage was full.

I'm a long time Mac user and I still cannot figure out iCloud. I wound up having to re-download my desktop and documents, then deleting the iCloud drive. I don't want automatic anything messing around with my desktop and documents. A friend recently bought a new MacBook Air and it showed that the default 50GB cloud space was already full and told him he needed to to buy more space - not accidental I think.
