Is There A Way That Does Not Require Modifying Hidden or Protected Files To Hide the Red Nag Dot in System Preferences?
In the "good old days" you could mark an update as Ignored. What happened to the good old days?

Not sure if this helps but I had system preferences in my Dock. I removed it from the dock and under applications I right clicked on System preferences, made an alias and dragged that to the Dock. No more Red Dot.

Ignore updates would required forgoing the Notification of an update
Say computer is running Monterey 12.6.3 but what to ignore the update to Monterey 12.6.4 the lasts version
In System Preference >> Software Update applet and switch OFF any of the desired Settings

Though and at the same time, unless the User has Specific reasons to Not what to be notified of updates - I would not suggest turning off these setting
