The first component that will need to be clarified is if you're referring to the iMessage service or the Messages app which may be referred to as iMessage.
What is the difference between iMessage and SMS/MMS? describes the difference between the iMessage service which is routed through Apple and SMS or MMS, which are routed through your cellular provider. If you are not getting images sent through your cellular carrier then you may need to confirm you have an MMS capable plan with them, and the feature for MMS enabled on your device.
If you are not receiving photos sent from other Apple devices, ensure that your Messages app is able to access your data connection and complete the steps from If you can’t send or receive messages on your iPhone or iPad to verify those services are configured properly and supported by your cellular provider.
