If the Apple ID you see is not yours and you cannot contact that person then there is nothing to be done except get a refund, or recycle the Watch for free an an Apple Store.

If it is yours but you cannot remember the password then do this

No. It's an anti-theft measure; Apple normally only does this for the unit's original owner.
