I've searched for this issue in this community and elsewhere. I have a number of applications, including all Office products, starting up at login. I don't need them to start at login. I've checked the "Login Item" area to turn it off. They are not shown in the startup list. I've checked the settings in the programs. Nothing there, either. Has anyone seen this issue and is there a solution?

Any apps left open will reopen across restarts and shutdowns unless quit first or you uncheck these settings…
No apps are left open at shut down.
Edit: I unchecked the box at shutdown to double check. Apparently the apps were running in the background, even though I shut down the programs and also clicked "Quit" on the program icons in the task bar. That is a pretty annoying thing.

Presuming you have "Show indicators for open applications" enabled in System Settings > Desktop & Dock.
You're welcome. Sometimes people just click the red close button in an app's window thinking it quits the program as it does in Windows. In any case, glad it's resolved.
FWIW, I've never had apps reopen that were quit first in any version of macOS.
Even if the window is not open, check the little dot underneath the icon in the dock. That will tell you whether the program is running or not.
