I can't get these badges to go away. I rest my passcode, remove face ID and they go away and then Re-Add and it comes back. I've done everything even talk with Apple Support and they are still there. HELP!!

When you have suggestions in Settings, the recommendations are going to be what it takes to clear them.
It's not possible to give much advice without you explaining more about where the recommendations send you.
The settings you mentioned have nothing to do with Apple ID.
The most common one for Apple ID we see is to enable two-factor authentication to make your account more secure:

Based on the troubleshooting you have already tried, it might be helpful for you to speak directly with Apple again about this issue.

After the update in the settings tab it says “apple Id suggestions” I go into it and it says confirm iPhone passcode. I do that and nothing happens. Then it also says update Apple ID settings. I do so and nothing happens.
They did troubleshoot my phone. Logged on it and it went away and then came right back after they got done.
