I updated to the new ios and now have badges appearing on my phone that will not clear. I have deleted all voicemails, all recent and missed calls, turned badge notifications on and off, restarted my phone, signed in and out of iCloud, updated to the latest iOS 13.1.2 and still they remain.
Any help would be greatly appreciated.

I have found if you clear all the missed calls, vm’s etc, and then make a call (end it immediately), that will clear the badges. I have had the same issue with Mail too. This is definitely an issue across the OS. With Mail, I simply clear the new messages, exit the app, go back, and exit again, and then they are cleared.
I have this problem and found the easiest way to clear the badges, at least for the phone/calls badge, is to turn airplane mode on and then immediately off.
After clearing all Missed Calls & Voice Mails, one badge remains on the Home screen. Only way to clear that I have found is to power off the phone and power it back on. Badge is then gone. Problem is occurring on iOS 13.1.2 on both iPhone SE and iPhone 8.
