Why does iTunes not give me the option to purchase an album?

I am able to enter the iTunes Store. However, when I select an album, iTunes does not provide a price or "Buy" option for the album. I see a "Preview" button, but when I click on this, I am only given the option to join Apple Music. I do not wish to join Apple Music. I am signed in. My account has both a cash balance and a current credit card listed. Any help would be appreciated. Thank you.

If you performed a search using the top search box in the left side panel, make sure the iTunes Store tab is selected at the top of the Music app window.

If the Location tabs are not available, click on the back arrow on the left side to return to main search results screen.

Then change the location. You may need to click on the back arrow more than once.
