Hi,

Go to the iTunes website and click on Account/Authorizations to confirm that your Mac is authorized for iTunes.

Make sure that your software is fully updated.

You might also try deleting/resetting preferences. To do that open iMovie while holding down the Option and Command keys and select to delete preferences in the box that appears. iMovie usually will open in a new empty library. If so, reopen your old library to get back to your projects. Possibly you may need to reboot to set the changes.  Deleting preferences is a safe procedure that will not cause data loss or disruption to your project.

For information, Apple Music songs cannot be used in iMovie. Apple Music is a subscription service and its songs are DRM protected and the protection will not be removed by downloading to iTunes.

Generally, no DRM protected songs, even those purchased from iTunes, can be used in iMovie.
