why im not connect my new apple i.d to my itunes when i accept terms and condition is not process to the another page

You may need to check you are signed in (to your iPad mini) with your new Apple ID.

Sign in with your Apple ID - Apple Support


Else: You may need to restart your iPad mini, for the changed Apple ID to take effect.

How to: Restart your iPad


or

For the first time you use a new Apple ID, iTunes may require that a payment method is listed on the Apple ID Account.

How to: Add a payment method to your Apple ID - Apple Support


More Trouble-shooting:

What to do: If you can't open the App Store or iTunes Store, buy content, or edit payment information - Apple Support

or

If your payment method has been declined in the App Store or iTunes Store – Apple Support
