Apple is not the creator of these emojis. So, rather than recommending this through Apple, you need to make a proposal for one to The Unicode Consortium. Go Here: Submitting Emoji Proposals - Unicode

There's an ISO-3166 code for Hawaii, so whether or not Apple implements it as an emoji is their decision.

No codes exist for the Native American flags, so they can't be added.
