So whenever I go to download a free app that I have previously downloaded then deleted it makes me have to do my Apple ID then a payment method but whenever I do it it will tell me that it has failed or that there is problem and try again whenever I try to link my pay id

Billing information is needed If you can't choose None as a payment method. The "None" option will not appear...
