my photos don't transfer to iPad when taken on iPhone
Why is that when I take a picture on my iPhone it does not automatically transfer to my iPad

Assuming that both devices are signed-in to iCloud with the same AppleID, have you enabled iCloud Photos on both your iPad and iPhone?
Settings > [Your Name / AppleID] > iCloud > Photos > iCloud Photos - set to ON
