Hey Applesupport28,

Welcome to Apple Support Communities. The steps below may help with the scrolling issue in apps.

The start, we recommend restarting the iPad by following the steps below or in this article: Restart your iPad.

How to restart an iPad without a Home button
1. Press and hold either volume button and the top button until the power off slider appears.
2. Drag the slider, then wait 30 seconds for your device to turn off. If your device is frozen or unresponsive, force restart your device.
3. To turn your device back on, press and hold the top button until you see the Apple logo.

If issue continues, make sure that the iPad is up-to-date. If not sure, follow the steps here to check: Update iPadOS.

Next, make sure all app are up-to-date, specifically the ones you're having the scrolling issue. This article provides the steps on updating apps: How to manually update apps on your Apple device.

If the issue continues, provide more information such as what other apps are experiencing the issue. How long you've noticed the issue and any changes made prior to it starting. Does the iPad have a cracked screen or possibly exposed to any liquids. Does this happen with Apple apps as well as 3rd-party apps?

The information above may help you get more answers.

Take care.
