Close, minimize, and maximize buttons do not appear in Full Screen mode.

Give this a try: boot into Safe Mode according to How to use safe mode on your Mac and test to see if the problem persists. Reboot normally and test again.

NOTE 1: Safe Mode boot can take up to 3 - 5 minutes as it's doing the following; 

• Verifies your startup disk and attempts to repair directory issues, if needed

• Loads only required kernel extensions (prevents 3rd party kernel/extensions from loading)

• Prevents Startup Items and Login Items from opening automatically

• Disables user-installed fonts 

• Deletes font caches, kernel cache, and other system cache files

NOTE 2: if you have a wireless keyboard with rechargeable batteries connect it with its charging cable before booting into Safe Mode. This makes it act as a wired keyboard as will insure a successful boot into Safe Mode.

Tell Apple what missing features you'd like restored or new features added to the system via Feedback - macOS - Apple.  

That's normal. If you want to exit Fullscreen Mode just hit the Esc button on the keypad.

Or you can move the cursor to the name of the item in the upper left hand corner of the screen and the three buttons will appear.

But I find the Esc key much quicker.

There is another thread with a similar experience, so you are not the only one; but what you are experiencing is not normal behavior. I have tested this in both Intel and Apple Silicon macs running 13.4.1 and they all behave as they always have. I was going to suggest Safe Mode as a test, but I see that you already tried that. Please run Etrecheck and post its full report here.

Use the “additional text” button and paste the report into the text box.

This thread is about a year old, and since then I have seen no further reports about this issue, until now.

What OS are you running? Sonoma?

What applications show this problem?

Does Safe Mode also show the issue, as it did for the OP?
