The Goethe Institut does not appear to have an App for their on demand streaming service. You access it through their website only.
Why this is, only the Goethe Institut can answer. Contact them and ask them why they offer no App for their streaming service.
You can also suggest the option to them. Maybe they'll decide to develop the App and offer it in the App Store.
