You say that the issue is that the app doesn’t launch.
Update your Apple TV system software to the current version, if not done already. How to update your Apple TV - Apple Support. Also verify that apps are (still) set to update automatically. (Met had an app update on August 18.) Set up automatic updates or installation - Apple Support. Or try manually updating through the App Store app.

The purchase is made through your Apple account, for a 3rd party subscription. Apple is providing a platform for the developer to offer their app and for purchases made therein. Apple take a percentage for those in app purchases/subscriptions, but the majority goes to the provider. If there is an issue with the service and/or app then it is up to that provider to fix it. If you are encountering an issue it is best not to make an assumption and contact the developer to ensure they are aware and investigating. You may be officially ineligible for a refund, however if you find the provider is unresponsive or unwilling to fix then you can contact Apple support (phone is best) with those details to see about an exception.
Your Apple ID is merely a payment method. The service and app are provided by Metopera and it is their responsibility to fix the issues encountered there. You are free to reach out to them to have the issue investigated. The option of cancellation for your payment with Apple is there to stop future payments, but it will require a separate request for refund and there is never a guarantee.
This is more like a mall, where there is space under which many individual merchants sell their goods. Apple takes a cut for that privilege, and it goes through your account with them, but ultimately you are paying that merchant.
Apple are not hosting this service nor did they develop the app. As such, your contract is with the service provider, and the terms for using their app/service. Apple are not responsible to fix issues, but can be notified if things are not working and developers are refusing to do anything. There are policies in place for a reason, however there are also extenuating circumstances. However, you would still need to contact Apple.
If you don't actually want to do anything about it, that is your choice. Nevertheless, I don't see any reason to continue the discussion so I will no longer be responding.
Did all that, including reset of AppleTV and reset router. Tried it with second AppleTV (repeated all suggestions), even with Apple support watching through my phone's camera on the TV screen that the app failed to launch. Apple support said they could not do anything. The developer blamed Apple. And then you are really stuck.
You are right about Metopera, but wrong about the purchase of the subscription. That purchase is made with Apple, not Metopera. Just like you pay for books, music, videos etc in Books, Music and TV. For which Apple collects its margin. And rightfully so. Except when the subscription does not work. You would expect that Apple offer to refund you.
I discovered that this app is also available in my region. I installed it, and it launched just fine. Not sure what is different here? I can’t replicate your issue.
Thanks, that is helpful. Now we know it works in your region, so it could be regional issue. This narrows the search for a solution.
Well, that is what Apple would like it to be, but the reality is of course that the consumer buys a subscription from Apple, not from the developer. Like in a shop where one buys from the shopkeeper, not from the manufacturer. The shop is "Apple Store", not "Apple platform". In this case Apple takes its margin (or percentage) and leaves the customer to fend for himself with the manufacturer (developer) who has no contract whatsoever with the customer.
