No notifications after IOS 16.4.1 upgrade on iPhone 13 Pro

My iPhone 13 Pro is not getting any notifications from any apps. I have tried restoring, DFU and no matter what I get no matter what application on IOS 16.4.1 . I verified notifications are turned on. This is affecting all apps ( Facebook Messenger, Ring camera, OneDrive, etc)

I also have another phone and notifications are working as normal. On the iphone XS Max Pro at 16.4.1 I am getting notifications as expected.

Notifications from apps no longer appearing in iPhone 16 Pro Max post update iphone 15 pro max updated to ios 18 = no issue with receiving any and all app notifications. Activated iphone 16 pro max, transferred data and settings and then updated to ios 18.
