how can I use a US debit card to make a payment to apple if I am in Lebanon?

I can’t link my debit card due to wrong country/ region and I can’t change said country due to having 6 cents in my balance When I first made my Apple ID it wasn’t supported in my country so I chose the USA however now that I can link debit cards from my country I figured to link mine that would have been an easy case to solve instead before I changed my region I had previously used some gift card and now I have 6 cents in my balance with no means of spending them and no means to add a payment detail I have been on the support website but it keeps telling me to update my payment info which again I can’t as it gets declined

Payment method I was in the us when i first created my apple account. Now im in my country lebanon! And i have to spend all my balance in order to change my region. How can i do so? i tried to apply a visa card ( international but created in lebanon as resident) but it declined because the information in it mention lebanon

can i pay payment plan with an international card or bank account? I have a remaining balance in my Apple Card and I want to make a payment plan with installments but I live in Europe. Can I pay with my European card or bank account and how? Is that possible? Does anyone know the process? Thank you

Sorry, but that is not possible.

The card used to make payments must be from the same region as your AppleID.
