Not Activated means the store you purchased the Gift Card from did not activate it. This could have been accidental or intentional by a bad employee. When purchasing a gift card you should receive a receipt along with the activation number for that purchase. Take this receipt back to the store along with the card. There is not much Apple can do in this situation, the store is responsible for their employees.
