I have purchased a game service through google pay in appleservices. Money was debited, but service is not active. Kindly refund the amount or activate the service.

Not sure what this means. Google Pay and Apple Services are 2 different things. If you purchased something through the Google Play store or using Google services in any way then the refund would need to be requested from Google not Apple. If you purchased something from Apple, then Google pay would not have been a valid payment method there.
