HDMI has limitations across various devices and cables.
The M2 Mac mini spec's and related article, suggest that HDMI only supports 60Hz.

Note: if your display has DisplayPort input, then you should be able to get higher resolutions and refresh rates using a premium 8K USB-C to DisplayPort cable.
