Download Library on New Phone

I recently purchased a new iPhone 13 Pro. My library on Apple Music transferred but it will not download. I spend a lot of time driving where there is no service and I had my entire library downloaded on my last phone, which was an iPhone 7. I have offloaded the app and reinstalled, I have completely deleted the app and reinstalled, I have turned automatic downloads off and back on, I have signed out and signed back in... I cannot figure out how to force the app to download my entire library and there is too much music to go through and add each song or album individually. Has anyone else seen this?
