Add apple pay to minor child iphone

I added My 11 yr. Old daughter to family sharing and all is complete on her end (added applepay to her wallet)

but it is still not working.

is there a number I need To call to authorize use?

Wallet Pay After parent control on My daughter already had Apple Pay, but she wasn’t able to use it because she was under age and asked her to verify the information. I turned on parent control and try to set up Wallet pay, but it will not let me go through the steps because it’s saying that she already has one active.
