Hand writing feature will not start up

Hello, i have asked this around but never get an answer to how and why.

i use Voice Over all the time screen curtain is always on,

when i go in Settings/Accessibility/Voice Over/Commands/hand writing..

there in this section i can choose a gesture so i pick 5 finger single tap and Select that gesture to Launch App.

So now when i am on the home screen and 5 finger single tap nothing happens , why is the Hand writing App not starting up ?

i have also tried different gestures but i am pretty sure 5 finger gestures are not asigned to any other app.

I do know i can pull up the Hand Writing feature on the Rotor menu that works no problem.

can someone tell me why the gesture features un the Hand Writing do not work ??
