If you can't find the Camera app on your home screen, you can find it in the App Library.
On your home screen, swipe as far left as you can until you find App Library. Find the Camera app and drag it back to your Home Screen. You can also search for Camera in Sportlight. When the icon appears, just like in the App Library, you can hold and drag it back to your Home Screen.
The camera app cannot be deleted from your iPhone, but it can be restricted so that it cannot be opened.
If you can't find the app in the App Library or by searching for it, go to:
Settings → Screen Time → Content & Privacy Restrictions → Allowed Apps → activate Camera.
