The sharing menu usually offers Books for an ePub file in various contexts, or by opening it by tapping on the file in the Files app on iPad.

Use the Files app, look in the Downloads folder on your iPad, and you’ll see your recent downloads:
Tap on the ePub (pg5921-images-3.epub, for Don Quixote) to open it in Books.
