Passcode ONLY FOR wallet? not every time I use my phone
Is there a way to set up my phone to only require a passcode when using Wallet?
I don’t want to have to use a passcode every time I use my phone….just when I want to use Wallet.

Actually, there IS.
Go to Settings -> FaceID and Passcode.
From there you can turn “off” FaceID from Wallet & ApplePay.
This will prompt you to enter your passcode w/ every ApplePay transaction.
HOWEVER … a strong argument could be made that entering your passcode repeatedly in public areas (i.e. at POS terminals) is quite injurious to your security - by increasing the number of opportunities for your Passcode to be stolen by observation.
