Here are the paths to try to regain access to an Apple ID, if no (other) trusted telephone numbers were associated with the Apple ID, and no other trusted device is available:

The account is set with 2FA , the Apple ID and its password is known so the code appears on the trusted device ( not in possession ) that is also verified from a browser , you can click on get a verification code from the browser ( Mac ) to access the account Use two-factor authentication for Apple ID security on your Mac, iPhone, and iPad - Apple Support
Further add a new trusted number Manage two-factor authentication for your Apple ID from iPhone - Apple Support and get it verified from the Mac , the old trusted verified number that is not in possession can be removed permanently , but before you remove it archive your iCloud data in Mac Archive or make copies of the information you store in iCloud - Apple Support and erase the old iPhone Erase a device in Find Devices on iCloud.com - Apple Support
Note : the Mac and iPhone were signed in with same Apple ID and password on the same network , its sure the 2FA account was primarily created from Mac , in which old iPhone ( that's not in possession now ) was verified , that's the reason code went to it .

PS: Have a chat with a lawyer before anyone decides to modify the contents of a device in police custody.
