Pin should be mandatory to shutdown the iPhone.

In my city there are thousands of phone snatching cases on gun point every year.

If pin is mandatory to shutdown the iphone then it it will help them locate the phone and catch the thief specially after esim, snatcher/ thief used to remove th sim card to disconnect the phone from network but after e-sim it is very much possible to stop them or catch them.

I know iPhone security is very strong and they cannot change the cloud or other Apple but mostly they use the stolen phones to sell the parts of the phone
