About shut down off iPhone even when locked

If a iPhone is being stolen by any person turning to shut down quickly will prevent it from being tracked and if that person turn it on after 2 months later going to miles away from the owner it will be useless info for the owner to get his iPhone back unless apple should make something(app or service) available that iPhone cannot be turned off until Touch ID or passcode
